Notice of Adoption of Official Plan
TAKE NOTICE
This Notice of Adoption of the new Town of Smiths Falls Official Plan (“the Official Plan”) is issued pursuant to Section 17 of the Planning Act, R.S.O. 1990, c. P. 13 (“Planning Act”).
On September 28, 2026, the Council of the Corporation of the Town of Smiths Falls adopted the Official Plan by By-law No. 10722-2026, in accordance with Section 17 of the Planning Act. The Official Plan was prepared to comprehensively apply provincial land use and planning policies while also addressing local priorities.
Pursuant to Section 17 of the Planning Act, the Minister of Municipal Affairs and Housing is the approval authority for the Official Plan adopted by Council. Once the Minister of Municipal Affairs and Housing approves the Official Plan, it will come into force and effect and will replace the existing Town of Smiths Falls
Official Plan.
PURPOSE AND EFFECT
The Official Plan is a long-term, strategic land use planning document that describes how and where the Town of Smiths Falls will grow over the 30-year planning horizon. The Official Plan sets principles and policies to manage future land use, promotes long-term community development, guides infrastructure investment and community building decisions through 2051.
The Official Plan addresses a variety of matters summarized into five major themes: sustainability, downtown revitalization, community spaces, housing, and transportation. The new Official Plan is guided by a community vision established by Council and sets a comprehensive policy framework for managing growth, development, infrastructure, environmental stewardship, and community services across the municipality. The Plan also provides new direction to support economic development, housing choice and variety, climate resilience, and a safe, connected transportation network while advancing the Town's long-term vision for complete and vibrant communities.

WRITTEN AND ORAL SUBMISSIONS
All statutory written and oral submissions made on the Official Plan have been reviewed and suggested changes incorporated, where appropriate. RIGHT TO APPEAL
The decision of Council to adopt the new Official Plan is not subject to appeal pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, R.S.O. 1990, c. P.13, as amended.
APPROVAL AUTHORITY DECISION
Pursuant to Section 17 of the Planning Acct, the Official Plan adopted by Council will be forwarded to the Minister of Municipal Affairs and Housing, as the approval authority, for a decision.
Once received and processed, the Ministry of Municipal Affairs and Housing will publish
the Official Plan on the Environmental Registry of Ontario (ERO) for additional review and
comment. The Ministry of Municipal Affairs and Housing has 120 days to approve, modify
and approve as modified, or refuse to approve the Official Plan.
Any person or public body that makes a written request to the approval authority to be
notified of the decision of approval will be entitled to receive notice of the decision when
it is made. Requests to be notified of the decision must include the name, address, fax
number, or email address of the requesting person or public body and be submitted to
Ministry of Municipal Affairs and Housing.
