Project STIR 2.0 Results in Several Arrests Following Joint Drug Trafficking Investigation

The Smiths Falls Police Service, in partnership with the Ottawa Police Service, has concluded a significant undercover street-level drug trafficking investigation, resulting in multiple arrests, the seizure of illegal drugs, firearms, offence-related property, and numerous criminal charges.

The investigation, known as Project STIR 2.0, was conducted over the past several months and targeted individuals believed to be involved in the trafficking of controlled substances within Smiths Falls and the surrounding area. The investigation was led by members of the Smiths Falls Police Service Criminal Investigations Unit and the Ottawa Police Service Drug Unit.

Operational support during the enforcement phase was provided by several specialized units of the Ontario Provincial Police, including the Emergency Response Team (ERT), Canine Unit, Community Street Crime Unit, East Region Intelligence Unit, the Repeat Offender Parole Enforcement (ROPE) Squad and by the Ottawa Police Service Tactical Team and Drug Unit.

On Wednesday, July 29, 2026, investigators executed four search warrants at residences and vehicles in Smiths Falls and Ottawa, Ontario. As a result of the investigation, police identified 18 individuals and seized:

• 125 grams Cocaine / 15 grams Crack Cocaine
• Small quantities of Methamphetamine / Fentanyl
• $10, 500 Canadian currency seized as proceeds of crime
• Drug trafficking paraphernalia – including weigh scales, debt lists and packaging
• 4 Firearms and various ammunition / Brass knuckles and other prohibited devices
• Two motor vehicles seized as offence-related property

Further, the following individuals have been charged with offences under the Criminal Code of Canada and the Controlled Drugs and Substances Act:

1.       Harry Joseph RICHERT (55 years) Smiths Falls, Ontario - Trafficking Schedule I Substance (cocaine) x’s 2.

2.       James Alvin CAMERON (55 years) Smith Falls, Ontario- Trafficking Schedule I Substance (cocaine).

3.       Robert Charles CORRIGAN (48 years) Smiths Falls, Ontario - Trafficking Schedule I Substance (cocaine) x’s 4 and (methamphetamine) x’s 1.

4.       Krystal Angela DINELLE (40 years) Smiths Falls, Ontario - Trafficking Schedule I Substance (cocaine) x’s 3, Possession for the Purpose of Trafficking, Possession of Property Obtained by Crime and Fail to Comply with Probation Order x’s 2.

5.       Sherry Lynn JARVIS (51 years) Jasper, Ontario - Trafficking Schedule I Substance (cocaine) x’s 4, Possession for the Purpose of Trafficking, Fail to Comply with Release Order x’s 3 and Possession of Property Obtained by Crime.

6.       Christopher Todd VOLK (59 years) Smiths Falls, Ontario - Trafficking Schedule I Substances (cocaine).

7.       Danielle Marie PROULX (61 years) Smiths Falls, Ontario - Trafficking Schedule I Substance (cocaine).

8.       Steven Richard SAUNDERS (51 years) Lanark, Ontario - Trafficking Schedule I Substance (cocaine).

9.       Briana Lynn Marie CRISPIN (31 years) Richmond, Ontario - Trafficking Schedule I Substance (cocaine), Possession of Schedule I Substance for the Purpose of Trafficking and Possession of Property Obtained by Crime.

10.   Keonte Kashy FLETCHER (34 years) Richmond, Ontario - Possession of Schedule 1 Substance for the Purpose of Trafficking and Possession of Property Obtained by Crime.

11.  Jessie PETERS (42 years) Jasper, Ontario - Possession of Schedule I Substance for the Purpose of Trafficking (cocaine), Fail to Comply with Release Order x’s 3 and                    Possession of Property Obtained by Crime.

12.  Leonard Joseph DONOVAN (53 years) Smiths Falls, Ontario - Trafficking Schedule I Substances (cocaine) x’s 2.     

13.  Jason BULLOCK (42 years) Smiths Falls, Ontario - Trafficking Schedule 1 Substance (cocaine) x 6 and Trafficking in Schedule 1Substance (fentanyl) x 1.   

All accused are presumed innocent until proven guilty in a court of law.

The Project STIR 2.0 investigation remains active, and additional arrests and charges involving other individuals are anticipated in the coming weeks. These are expected to include Criminal Code charges directly related to the seizure of the firearms referenced above.
