Individual Convicted in Ontario Disability Support Program Fraud Case
The Smiths Falls Police Service is announcing the conviction of Rachelle Primeau of Almonte, ON, on charges of fraud over $5,000 and uttering a forged document. The conviction followed proceedings in the Ontario Court of Justice in Perth, Ontario, in April 2026.
The investigation began after program staff with the Ontario Disability Support Program (ODSP) raised concerns about irregularities in certain financial support claims. Program Integrity Analysts with the Ministry of Children, Community and Social Services conducted a detailed review and identified discrepancies that required further investigation. The matter was then referred to the Smiths Falls Police Service Criminal Investigations Division.
Police investigators determined that Ms. Primeau had falsely claimed to have a medical condition in order to receive additional benefits through ODSP. As a result of this fraudulent activity, approximately $214,726.97 in public funds was improperly obtained.
Ms. Primeau was subsequently convicted of fraud over $5,000 and uttering a forged document and is set to return at a later date for sentencing.
This case highlights the strong working relationship between the Smiths Falls Police Service Criminal Investigations Division and Program Integrity Analysts with the Ministry of Children, Community and Social Services. Through close cooperation, both agencies were able to identify, investigate, and confirm the misuse of public funds.
