Children's Resources on Wheels (CROW), Ontario Early Years Centre (OEYC) is a non-profit organization whose mission is to support and strengthen child care, family life, child development and community links in Lanark County. Its two main areas of service are Ontario Earty Years and licensed child care.

In the Smiths Falls area, there is an OEYC playgroup on Mondays, Tuesdays and Wednesdays from 9 to 11 a.m. at the OEYC located at 91 Cornelia Court, Suite 118, Smiths Falls. There is also a playgroup on Monday at Collegiate Court (former Smiths Falls District Collegiate Institute), 2 Gould St., Smiths Falls from 9:30 to 11:30 a.m. and on Tuesday at Rosedale Hall in Montague Township from 9:30 to 11 a.m. As of Sept. 20, another playgroup has been added on Tuesdays at Duncan J. Schoular Public School, 41 McGill Street South, from 9:30 to 11:30 a.m.

The playgroups feature play based learning programs for children from birth to age six.  Children can explore and learn through play.  Parents can establish networks of support; obtain links to services and get information pertaining to parenting and healthy child development.

On Thursdays, there is a Physical Activity playgroup at Collegiate Court from 9:30 to 11:30 a.m. On Thursdays and Fridays, a Parent Run Playgroup operates from 9 to 11 a.m.  at the OEYC site.
